2025 Fully funded Emile Boutmy Scholarship in France. To attract the top international students from outside the European Union, Sciences Po established the Émile Boutmy scholarship, which bears the name of the school’s founder (1871).
The Émile Boutmy scholarship fund is made possible by the kind donations of its sponsors, which include foundations, businesses, and benefactors who are keen to grant admission to Sciences Po to the most worthy international students. Scholarship recipients can communicate directly with private sponsors at formal events.
Eligibility requirements
Students must be admitted to an undergraduate or master’s program, be first-time applicants from a non-EU state, and have a household that does not file taxes in the EU in order to be eligible for the scholarship.

Candidates with two citizenships, including one from the EU
Quebec candidates for master’s degrees (since they can benefit from the same sliding scale fees as applicants from Europe). Unless they are applying to one of the following programs, candidates from Quebec who hold a bachelor’s degree are eligible to apply for both the Master of Journalism Master’s level dual-degree program and the Joint Master in Journalism and International Affairs program:
- Po/Fudan University’s dual degree in sciences with a focus on Europe-Asia in global affairs (available only to Chinese nationals).
- Po/Peking University’s dual degree in sciences (available only to Chinese nationals).
- Ph.D. programme students (thesis)
- Candidates for the 1 year Master’s programmes
- Bachelor dual degree candidates (unless as part of a specific agreement)
- Exchange students
- Candidates applying via the French graduate admission procedure
Except in extraordinary circumstances determined by the jury, the Émile Boutmy scholarship cannot be combined with another scholarship (Eiffel scholarship, AEFE scholarship, BGF, etc.).
Financial Coverage of Emile Boutmy Scholarship in France.
Students starting their first year at Sciences Po receive the Émile Boutmy scholarship.You can implement the Émile Boutmy program in various ways:
- A €14,720 annual tuition grant for the three years of the undergraduate degree.
- A €9,500 annual tuition grant for the three years of the undergraduate program.
- A €6,500 annual tuition grant for the three years of the undergraduate program.
Your scholarship will revoke if you do not verify your academic year.You will forfeit your scholarship if you choose to postpone admission after receiving one.
Scholarship recipients will keep their tuition fee grant for the third year of their undergraduate studies abroad.
If the student decides to pursue graduate studies at Sciences Po, the Émile Boutmy scholarship is automatically renewed.
For Masters Level
Students starting their first year of study at Sciences Po receive the Émile Boutmy scholarship. The Émile Boutmy program covers a portion of the tuition costs for the two years of the Master’s degree program by offering a tuition grant of €13,100 annually. The admissions team decides the amount awarded as part of the Émile Boutmy scholarship for students already enrolled at Sciences Po. If necessary, they may recalculate it annually to reflect increases in tuition fees. You will lose your scholarship if you do not verify your academic year. You will forfeit your scholarship if you choose to postpone admission after receiving one.
Selection Criteria
This scholarship is given out on the basis of merit and the kind of profile that this program is looking for. Social factors can also be considered.

Candidates must adhere to the guidelines below in order to apply for this scholarship, which is not given out automatically.
Applicants from foreign secondary schools
In the “Financial information” section of their Sciences Po application, applicants from overseas secondary schools must specify that they are applying for the Émile Boutmy scholarship.
Please be aware that we may require applicants to submit documentation of their family circumstances and proof of income (such as both parents’ income tax returns, paystubs, divorce certificates, unemployment insurance, alimony, child support or retirement pension documents, or death certificates, among other documents).
Applicants from French secondary schools
After your application has been verified on Parcoursup, if you are from a French secondary school, please complete this form to contact the Admission Office.In addition to proving your income, you may need to provide documentation regarding your family circumstances. This documentation can include:
- Both parents’ income tax returns
- Paystubs
- Divorce certificates
- Unemployment insurance
- Alimony
- Child support
- Retirement pensions
- Death certificates
Masters Level First Time Applicant
Candidates at the master’s level must indicate in the “Financial information” section of their Sciences Po application that they are applying for the Émile Boutmy scholarship. Please be aware that we may request documentation of family circumstances and proof of income (e.g., both parents’ income tax returns, paystubs, divorce certificates, unemployment benefits, documents related to alimony, child support, retirement pensions, death certificates, etc.). Additionally, applicants must include their language test if applicable.
Please Note that:
- You cannot reapply for the Émile Boutmy scholarship if you have already been rejected.
- Only complete files will be considered.
- If an application is submitted after the deadline, it will not be accepted.
